A cultural Zionist who backed Jewish settlement in Palestine and raised money for the Hebrew University, and who opposed the creation of a Jewish state, arguing instead for a binational arrangement with the Arab population. He declined the presidency of Israel in 1952.

- Co-signed a letter to the New York Times, with Hannah Arendt, Sidney Hook and 24 others, denouncing Menachem Begin's Herut party on its US visit as "a political party closely akin in its organization, methods, political philosophy and social appeal to the Nazi and Fascist parties". The letter sets out the massacre at Deir Yassin on 9 April 1948 — a village that "had taken no part in the war", some 240 men, women and children killed — as evidence of that party's character, noting the perpetrators "were proud of this massacre, publicized it widely, and invited all the foreign correspondents present in the country to view the heaped corpses".
